Abstract : The study features development of certification in knowledge and teaching experiences for teachers to receive a teaching license given by the Teacher’s Council in Thailand. The objectives of this study are 1) to survey the Teachers’ Council of Thailand’s operations to certify knowledge and teaching experience to receive the teaching license, and 2) to provide recommendations to improve such policy and operation. The study has employed the quantitative research method to survey the operations and situations on such certifications and the qualitative research method in making recommendations to improve such certifications. The population in this study includes 1) the Teachers’ Council Committee members, 2) rofessional Standard Committee members, 3) Teachers’ Council Executives, 4) Deans of Faculties of Education, 5) Thai and foreign teachers, and 6) public and private school administrators. Simple random sampling was employed for the sampling group of 1,200 teachers holding a teaching license. This study finds challenges in the procedure and coordination in transferring knowledge; the application, complexity, length and duration of testing; and the different standards for training. Regarding certification of teaching experiences, the study finds limitation in teachers’ and schools’ compliance to regulations of the Teachers’ Council, while there are different standards for evaluating teaching experiences. In addition, the study suggests development of: 1) knowledge standard in the teaching profession, 2) certification of knowledge for teaching professionals through transferring, testing and training especially standard of testing’s arrangement, questions and evaluation. and 3) certification of teaching experiences for teaching professionals through the development of evaluation, information system, monitoring system and teaching mentoring system.
