บทคัดย่อ                : การวิจัยนี้มีวัตถุประสงค์เพื่อรูปแบบการพัฒนาหลักสูตรฝึกอบรม พัฒนาหลักสูตรและ หาประสิทธิภาพหลักสูตรฝึกอบรม มีขั้นตอนวิจัย 9 ขั้นคือ ศึกษาสภาพปัญหาและความจำเป็นในการฝึกอบรม สังเคราะห์หัวข้อ ร่างรูปแบบ ประเมินความเหมาะสมของรูปแบบ พัฒนาหลักสูตร ประเมินหลักสูตร นำหลักสูตรไปทดลอง นำไปใช้จริง และติดตามประเมินผล กลุ่มเป้าหมายในขั้นทดลองจำนวน 25 คนและ ขั้นนำไปใช้ มีจำนวน 20 คน เครื่องมือที่ใช้คือ แบบฝึกหัด แบบทดสอบ และแบบสอบถามขั้นสำรวจมีสถานศึกษาอาชีวศึกษาจำนวน 108 แห่งทั่วประเทศและมีกลุ่มตัวอย่างจำนวน 788 คน สถิติที่ใช้ในการวิจัย คือ ความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า การพัฒนาหลักสูตรได้รูปแบบของพิสิฐ เมธาภัทร หลักสูตรประกอบด้วย เนื้อหา การประเมิน สื่อ กิจกรรมขั้นตอนภายใต้วงจรเดมมิ่ง การประเมินผลหลักสูตรฝึกอบรมประยุกต์ใช้รูปแบบซิป ผลการพัฒนาหลักสูตร พบว่าหัวข้อหลักสูตรประกอบด้วย 5 หัวข้อ 1) การกำหนดปัญหาในการวิจัย 2) การทบทวนวรรณกรรมและงานวิจัยที่เกี่ยวข้อง 3) การออกแบบการวิจัย 4) การเก็บรวบรวมข้อมูลและสถิติในการวิจัย 5) รายงานวิจัยเพื่อพัฒนางานประจำสู่งานวิจัยและการนำผลการวิจัยไปใช้ประโยชน์ โดยผลการนำไปทดลองมีประสิทธิภาพ 84.21/82.05 และนำไปใช้ เท่ากับ 82.76/81.50 สูงกว่าเกณฑ์ที่กำหนด 80/80 การประเมินผล หลักสูตร พบว่า ความพึงพอใจหลังฝึกอบรมมีค่าเฉลี่ยในระดับมาก ผลติดตามวิทยาลัย 4 แห่งอยู่ในระดับดี

Abstract              :  This research intended to Develop a Models, the training program and Efficiency evaluation for Section Chief vocational education Institutes based on the concept routine to research, was conducted through 9 research steps, i.e. situation and needs analysis, synthesis of routine to research, development of draft model, evaluation of the model appropriateness, development of the program, evaluation of the program, trial of the program, implementation with the target group, and evaluation. The target group in the trial step consisted of 20 persons while that of the implementation was 25 persons with the qualification according to the set criteria. The questionnaire was used to survey 108 vocational institutes on 788 subjects. Research statistics included frequency, percentage, arithmetic mean, and SD with the results as follows. Model of the training curriculum development for Section Chief vocational education colleges based on the concept routine to research according to Pisit Methapatara Model revealed that the program consisted of analysis steps, synthesis of the topic, modification of the topic, and objectives, developed program consisting of content, evaluation, teaching media, and activities under the Deming Cycle, the developed program was evaluated through CIPP Model. The development of this training program consisted of 5 topics, i.e. 1) define the research problem, 2) review literature and related researches, 3) design the research, 4) collect data, and statistics 5) report the routine to research and results research to apply. It was found that the developed research reached the efficiency of try out was 84.21/ 82.05 and the efficiency of implementation was 82.76/ 81.50 higher than the set criteria at 80/80.The results of the program evaluation by CIPP Model showed that the trainees reported high satisfaction and the follow-up study evaluated by the specialists on 4 colleges was at high level.
